Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

The meeting was held in Moscow. The sides discussed an option to remove preliminary notification posts (PNP) located along the Kazakh - Russian border area was on the agenda. The Kazakh side reported that PNPs are a barrier to economic partnership between the countries. Therefore, it was suggested that the two sides should take some joint control actions to prevent import of products without appropriately completed veterinary and/phytosanitary certificates from Kazakhstan to Russia.

On June 2, 2017 the meeting of Heads of veterinary services in Eastern European and Baltic countries devoted to African swine fever control in the region was held in Riga (Latvia). Commissioner for Food Health and Safety Vytenis P. Andriukaitis, representatives of the Ministries and competent authorities of Estonia, Latvia, Lithuania, Finland, Poland, Slovakia, Hungary, Romania, Moldavia and Ukraine participated in the meeting. The Russian Federation was represented by Advisor to the Head of Rosselkhoznadzor Nikita Lebedev. OIE Deputy Director General Jean-Philippe Dop and other representatives of the European Food Safety Authority also took part in the meeting.
