Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

On May 15-23 the Representatives of the Saudi Food & Drug Authority are going to visit Russia to assess and familiarize themselves with the Russian system of quality and safety control at establishments producing beef, poultry products and ready-to-eat meat products, as well as to assess risks of the product access to the Saudi Arabia market.

The 8th Meeting of the Steering Group on Animal Welfare took part in Bern, Switzerland, in May 2017. The meeting was organized within the OIE Platform on Animal Welfare in Europe. The Russian Federation was represented by A. Metlin, Deputy Head for Research and Development of the FGBI “Federal Centre for Animal Health” subordinated to the Rosselkhoznadzor (FGBI “ARRIAH”). The meeting agenda included such issues as long-distance transportation, slaughter, control of stray dog population, etc.

The Rosselkhoznadzor’s delegation will visit the Republic of Turkey on May 14-20, 2017 to acquaint with the main producers of pepper, salad, lettuce, Iceberg lettuce, pumpkins and marrows and to assess their measures for compliance with Russian phytosanitary requirements for export of the products to the Russian Federation. The visit will be based on the results of the analysis of the list of the establishments meeting the Russian legislative requirements submitted by the Ministry of Food, Agriculture and Livestock as previously agreed.

From 3 to 5 May the Rosselkhoznadzor took part in the 2nd session of the Russia-Morocco Mixed Commission for Fisheries. The Russian delegation was headed by Deputy Minister of Agriculture of the Russian Federation – Head of the Federal Agency for Fisheries Ilya Shestakov, the Moroccan side was headed by Zakia Driovich, Morocco's Secretary-General of Maritime Fisheries in the Ministry of Agriculture.
