Federal Service for Veterinary and Phytosanitary Surveillance

Federal Service for Veterinary and Phytosanitary Surveillance is the federal organ of executive power, carrying out functions on control and supervision in the field of veterinary science. It establishes and lifts phytosanitary quarantine zones , it controls the use of pesticides and agrochemicals, it maintains soil fertility, it is responsible for selection achievements, protection, reproduction and use of objects of animal world (hunting resources) and aquatic biological resources, and it also carries out the functions on protecting the population from animal infectious deseases.

Federal Service for Veterinary and Phytosanitary Surveillance submits to the Ministry of Agriculture of the Russian Federation.

The activity of Federal Service for Veterinary and Phytosanitary Surveillance is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of President of the Russian Federation and Government of the Russian Federation, international agreements of the Russian Federation, normative legal acts of Ministry of Agriculture of the Russian Federation, and also by the present Act.

Federal Service for Veterinary and Phytosanitary Surveillance performs its functions directly and through the regional bodies cooperating with other federal executive authorities, with the executive organs of the Russian Federation subjects, local self-government institutions, public associations and other organizations.

Given that as of August 22, 2012, Russia will be a Member of the World Trade Organization (WTO), and consequently, the amendments to the Customs Union’s (CU) legislation will enter into force, Rozzelkhoznadzor would like to propose temporary procedures for the period immediately following Russian accession. We request that these procedures be considered by the other WTO Members and their respective sanitary and phytosanitary (SPS) authorities. Forward

The talks were held on March 14, current year in Moscow at the initiative of the Sudanese party. The meeting was attended by the representatives of the Sudanese Embassy in the Russian Federation and RF Ministry of Agriculture.

On March 14, 2017 at the initiative of the Sudanese party the Rosselkhoznadzor will hold negotiations with the Ministry of Agriculture of the Republic of Sudan devoted to assurance of quarantine and phytosanitary requirements of the Russian Federation to imported fruit and vegetable products from Sudan.

Rosselkhoznadzor informs that on the invitation of the Department for Plant Protection of the Serbian Ministry of Agriculture and Environmental Protection the Rosselkhoznadzor specialists will be visiting Serbia from 13 to 18 of March 2017 for joint inspection of planting material consignments indented for export to the Russian Federation basing on requests of Russian participants in foreign trade activities.

The negotiations were held on the 9th of March 2017 at the initiative of the Russian side and were devoted to crucial issues of export-import relations between Russia and the EU. Due to wide spread of avian influenza (AI) in the European Union the Russian side expressed its concern about effectiveness of measures taken by DG SANTE and the EU veterinary bodies in order to prevent spread of the disease and about equivalence of the approaches chosen by the European Commission in relation to poultry product supplies from Russia to the EU in case of AI. Special attention of the Rosselkhoznadzor to the issue is explained by the fact that Russia in strict compliance with its WTO commitments and the OIE Code recommendations, recognizes regionalization implemented by the EU and imposes restrictions on poultry products only from those administrative districts that are considered infected by the Directorate General of the European Commission based on its own risk assessment.

The technical consultations were held on the 9th of March this year. The sides discussed conceptual issues related to preparation of preliminary report on the inspection carried out by the Committee of Veterinary Control and Surveillance of the Ministry of Agriculture of the Republic of Kazakhstan together with the Rosselkhoznadzor experts at Lithuanian fish-processing plants and cold stores.

Telephone negotiations initiated by the Kyrgyz side were held between representatives of the Rosselkhoznadzor and the State Inspectorate for Veterinary and Phytosanitary Safety under the Government of the Kyrgyz Republic on the 6th of March in order to discuss preparation for the EAEU inspection to China. It was primarily planned to engage colleagues from Kazakhstan and Belarus in the negotiations who are keen to participate in the inspection. However, it was impossible due to technical problems faced by the Kyrgyz side. Preparation for the inspection is related to the earlier expressed intention of the Kyrgyz side to import poultry meat from China.
